When can a coach add the enable_ enso tag

What is the expected behavior of this feature?	HCMs to approve and add enable_enso tag and add hoc when: When the member was already offered Enso by mistake and the member is upset or filing a complaint. Coaches SHOULD NOT* be adding, editing or removing enso tags, although the feature will be available in Care Hub.
